It appears that India will soon have its own web browser. In New Delhi, the Ministry of Electronics and IT launched the Development of the Indian Web Browser Challenge. The ministry wants to create a domestic web browser with an integrated Controller of Certifying Authorities (CCA) India root certificate for use on a global scale through this new initiative.

About the Challenge:

A major project of the Indian government called “Aatmanirbhar Bharat” aims to design, develop, and produce large subassemblies in India.

In order to promote the design and development of an Indian Web Browser for key devices and platforms with necessary security features, and plugin interfaces, support the latest technologies based on industry standards, and cater to indigenous requirements, the Ministry of Electronics and Information Technology (MeitY), Government of India, is sponsoring this Open Challenge Competition.

The self-signed CCA India Root Certificate, which is the top-most (root) certificate in the tree and acts as a trust anchor, must be pre-installed in the developed Indian Web Browser’s own trust stores.

Web Browser Features

Core Features:

  • Text search: Browser shall allow user to type any text and search.
  • Voice search: Browser shall allow user to search internet via voice input using device mic.
  • QR code Scanner: Browser shall allow user to scan QR codes using device camera.
  • History: Browsing activity done in standard mode to be recorded in reverse chronological order, with the option for user to clear them.
  • Bookmark management: Allows user to add & remove bookmarked websites for frequent access.
  • Download Management: Option to access the downloaded content for offline browsing.
  • Multiple Search Engine options: Support for multiple search engines for user to select from.
  • Private Mode (incognito Mode): Enable user to browse without saving history, cookies, site data or form filling data on the device.
  • Tab management: Browser shall allow user to open multiple concurrent tabs and easily navigate between the tabs.
  • Navigation features: Feature that helps users to navigate back & forward and retrace their steps through webpages.
  • Address bar: User interface where user can input website address and it displays website related information including security details.
  • FAQ & help: Aids users in accessing all the features with steps & feature description.
  • Multi-lingual: Support for official Indian languages.
  • Trust Store: Service to indicate trust (Preloaded with CCA India Root Certificate) of websites.
  • Web3 support: Browser enables support for Web3 content.
  • Browser Extension: Browser should support enabling/disabling extensions.
  • Speed and Memory Management: The browser should use minimal CPU and have minimal possible memory footprint.
  • Seamless Browser Update Mechanisms: Support Auto-update and prompting for Updates.
  • Phishing Protection: The browser should force for HTTPS and should include malicious content blockers by avoiding unnecessary pop-ups.
  • Developer Tools: Support advanced developer modes.
  • Cookie Management: The browser should support all cookies with the concern from user.
  • Customizable Visual Appearance: Enable users to have their preferences.

Accessibility Features:

  • Text size: Option to customize text size of the web content for better readability.
  • Reader mode: Renders webpage in reader-friendly view.
  • PDF Support: Support to read PDF documents and render webpage in PDF format.
  • Page Zooming: Allows users to zoom in and zoom out within the page.
  • Desktop mode: Allows user to view any webpage with full desktop functionality in mobile device.
  • Dark & Light themes: Allows user to browse in visually comfortable color theme.

Privacy Features:

  • Personal/Sensitive Data Handling: Options for denying sharing of data.
  • Third-party Cookies: Support cookies with consent from user.
  • Login Credentials: Allow users to save & clear login credentials.
  • Clear Browsing Data: Allow users to clear cookies, history and cache through browser settings.
  • Pop-up Blocking: Provide an option for users to block or allow a pop-up from a site in that session.

The government has set aside a cash award for the developers in the amount of Rs 3.4 crores as part of the contest. Three phases make up the entire challenge. Ideation is the first stage, which lasts for two months and awards 18 prizes of Rs 2 lakhs each. The second round is called “Prototype”, and it lasts for three months and offers eight prizes, each for Rs. 10 lakh. The last stage is called “Development“, and it lasts for 7 months. Three rewards totaling Rs. 1 crore, Rs. 75 lakh, and Rs.

Who is eligible to participate?

The MSMES, companies, and LLPs registered in India under the 2013 Companies Act are eligible to apply. Indian citizens or people of Indian heritage must own at least 51% of the company. It is not acceptable for the applicant’s entity to be a subsidiary of any foreign corporation. Applicants may submit their applications as “individuals” or “organizations.” Members who apply as “individuals” should form Groups with a minimum of 3 and a maximum of 7 members. Startups, MSME, and other applicants should only apply under the “organization” category. A consortium cannot include organizations as members, according to the website.

Rules and Regulations

  1. The Team Leader will serve as the Challenge implementing agency’s single point of contact for all communications throughout the Challenge. Furthermore, the C-DAC/MeitY, the Challenge’s implementing agency, must first give its approval before the Team Leader/SPOC can be changed during the Challenge.
  2. For the purposes of team registration and account creation on the challenge portal for taking part in the Challenge, the Team Leader/SPOC and Participants will be needed to use their email addresses and mobile numbers.
  3. Any communication with a participating entity must go through the single point of contact’s email address. If there are any email delivery issues, the organizers are not responsible.
  4. The challenge is divided into three stages: the ideation stage, where concepts must be submitted online, the prototyping stage, where qualifying teams are the only ones to advance, and the productization stage, where qualifying teams are the only ones to advance.
  5. Teams may be asked to give several presentations and demonstrations of their work, as well as to clarify whatever the implementing agency may need during the challenge period.
